Extension of Trader Support Service

In September 2024, HM Revenue and Customs (HMRC) announced the extension of the Trader Support Service (TSS) until the end of 2025. This decision aims to provide continued assistance to businesses navigating the evolving trading environment under the Windsor Framework. A competitive procurement process for the next phase of the TSS is set to commence by early 2025, ensuring ongoing support for traders from 2026 onwards.

House of Lords Committee Recommendations

In July 2022, a House of Lords subcommittee recommended that the grace periods associated with the Northern Ireland Protocol be made permanent. The committee highlighted widespread support for this continuation, citing concerns about potential economic impacts if the grace periods were to end without suitable replacements. Additionally, the committee urged the UK government to commit to the ongoing operation of support schemes like the TSS and the Movement Assistance Scheme.

Government’s Stance on Grace Periods

In January 2021, Northern Ireland Secretary Brandon Lewis indicated that the UK government was not seeking to extend the existing grace periods limiting Brexit-related red tape. He emphasized the government’s intention to find permanent solutions to issues arising from the Northern Ireland Protocol before the grace periods conclude.

Northern Ireland Assembly’s Decision

In December 2024, the Northern Ireland Assembly voted to continue its special Brexit trading arrangements for another four years. This decision maintains the application of certain EU trade laws to preserve an open border with the Republic of Ireland. The vote revealed divisions among members, with unionists opposing and nationalists, along with the Alliance party, supporting the arrangement.

These developments reflect the ongoing adjustments and discussions surrounding the implementation of the Northern Ireland Protocol and the support mechanisms in place to assist businesses during this transition.
